Commissioner of Police, Clifton Hicken has identified transnational crime as a pressing and complex threat facing Guyana’s law enforcement system, warning that criminal networks are becoming more organised, technologically advanced and increasingly cross-border in nature.
Speaking Wednesday at the opening of the Guyana Police Force’s Annual Police Officers’ Conference, Hicken said modern policing must adapt rapidly to the changing crime landscape.
“We are confronting transnational crime, financial offences, domestic violence, road safety risks and rapid spread of misinformation,” Hicken told officers gathered under the conference.
He stressed that today’s criminal threats extend beyond Guyana’s borders and often rely on digital tools and coordinated international networks.
“These threats are increasingly organised, technologically-driven in cross-border and other natures,” he said, underscoring the need for stronger intelligence sharing, technological capacity and regional cooperation.
The Police Commissioner noted that the evolving nature of transnational crime requires a shift in strategy, with greater reliance on innovation, data and specialised training to detect and disrupt criminal operations that move people, money and illicit goods across borders.
Hicken also linked the issue to broader social and demographic changes, pointing out that increased migration to Guyana adds layers of complexity for law enforcement. While many migrants arrive seeking legitimate opportunities, he said policing must address challenges such as identity verification and vulnerabilities that could be exploited by criminal networks operating across countries.
Despite the security concerns, Hicken reminded officers that effective policing must remain rooted in public confidence.
“Let me be clear: the most serious threat we face is not crime alone, it’s the erosion of public trust,” he said, urging ranks to balance firm enforcement with professionalism and accountability.
The 2026 conference is being held under the theme “Modern policing for a modern nation. Integrating technology, innovation and leadership to strengthen public safety and trust.”
